Somali Pirates Seize Japan-Owned Ship

Somali pirates have seized a Japanese-owned cargo ship with 20 Filipino crew members onboard, the European Union Naval Force said Monday.
The owners of the Panama-flagged Izumi received an automatically released distress signal Sunday afternoon, indicating that the vessel was likely under attack by pirates, said E.U. Naval Force spokesman Lt. Col. Per Klingvall.

The Izumi is operated by NYK-Hinode Line, Ltd and was traveling between Singapore and Mombasa, said Yuki Shimoda, an official at Japan's Transport Ministry. It was not immediately known what cargo the 14,152-ton Izumi was carrying.

"Somali pirates now hold 18 ships and 389 crew. The sailors are not usually hurt or killed but can be held for months while their captors negotiate a multimillion-dollar ransom."

Somalia has been a failed state for nearly 20 years and the cash from piracy is one of the few ways its inhabitants can make money. The lion's share of the loot is usually split between financiers, negotiators, and local militias. The gunmen who go out to sea in tiny skiffs and guard the captive ships also get a cut, usually between $10,000 and $15,000 each.

Indian Navy Neutralizes Pirates in Gulf of Aden

On September 15, while on an anti piracy escort mission in the Gulf of Aden, Indian Naval Ship Delhi successfully neutralized another pirate boat, the third in four days, while escorting Merchant Vessels.

Deployed in the Gulf of Aden since mid July 2010, INS Delhi was escorting 06 merchant vessels with a cumulative strength of 40 Indians amongst the 147 crew on board the six ships. At about 1000h on September 15 in a position 108km South of the Yemeni Coast, in the IRTC (International Recommended Transit Corridor), a dhow was detected approaching the formation. The dhow was intercepted and boarded by a team of Marine Commandos. A cache of arms including a 7.62 mm rifle, 06 Rocket Propelled Grenades (RPGs) and ammunition was found on board the dhow. The dhow was disarmed. The team from INS Delhi had thus successfully mitigated piracy threats in the Gulf of Aden. It is indeed notable that this was the fourth such action, taken by INS Delhi, three being in the last four days. It may be recalled that INS Delhi had, earlier, similarly disarmed boats on September 5th, 12th and 13th.

Since the Indian Navy started its anti-piracy operations in Oct 2008 this is the 18th piracy attack that has been prevented. The Indian Navy continues to ensure safety of ships and their crew irrespective of their nationality, in keeping with true Naval traditions.

New Inspection Regime (NIR)

With the introduction of the New Inspection Regime (NIR),the Paris Memorandum of Understanding (PMoU) will change is target of inspecting 25% of individual ships calling at each member state to a shared commitment for full coverage of inspecting all ships visiting ports and anchorages in the PMoU region as a whole. The target factor will be replaced by the Ship Risk Profile. The Ship Risk Profile classifies ships into Low Risk Ships (LRS) and High Risk Ships (HRS). If a ship is neither low risk or high risk, it is classified as Standard Risk Ship (SRS).

The company performance criteria for the calculation of the Ship Risk Profile is a new parameter in the PMoU. The PMoU has established a formula which takes into consideration the deficiencies and detentions in the last 36 months of the company's fleet, based on the IMO company number and compares it to the average of all vessels inspected in the PMoU to determine the performance level. The companies will be ranked into very low, low, medium and high. Any refusal of access (ban) will have a negative impact on the ranking of the company and will be subject to more in-depth and more frequent inspections.

Singapore Strengthens Maritime Ties with South Korea

Singapore and South of Korea have signed a Memorandum of Understanding (MOU) that will see both the countries augment their combined efforts to encourage the safety of navigation and the protection of marine environment.
The MOU was signed by the Maritime and Port Authority of Singapore (MPA) and the Ministry of Land, Transport and Maritime Affairs (MLTM), Republic of Korea.
The memorandum aspires to cooperate in international forums such as IMO, the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP) and the Co-operative Mechanism for Safety of Navigation and Environmental Protection in the Straits of Malacca and Singapore. MPA and MLTM would also share maritime technical expertise through forums, workshops and seminars.

DNV Goes Green

DNV has unveiled Quantum, a new containership concept introduced by DNV. Based on market studies by AXS Alphaliner and Dynamar, it is a "baby post-Panamax" of 6,200 TEU with a 1,200 plug reefer capacity. It is designed to transport more cargo while using less fuel and with a reduced environmental impact.
Quantum has a design speed of 21 knots, but can operate efficiently at speeds between less than 10 knots and more than 22 knots.
Main dimensions
Length overall 272.3 m
Beam (at waterline) 42.5 m
Beam (at deck level) 49.0 m
Design draft 12.0 m
Depth molded 26.4 m
Total container capacity (TEU): 6,210
Container capacity on deck: 3,336
Container capacity in hold: 2,874
Dual fuel engines: L6 + 3xL9
Installed power 33 MW
Propulsion power 23 MW
Fuel capacity LNG 5,000 cu.m, MDO 3,000 cu.m
An increased beam (42.5 m), gives improved stability and minimizes the need for ballast water, while a novel WidedecK design with a beam of 49 m at deck level, gives increased container capacity.
A robust, narrow wing tank design (breadth 1.0 m), minimizes steel weight while providing sufficient damage stability
The optimized hull form and bulb has a low block coefficient (Cb = 0.57)
The ship's lightweight is significantly reduced by using sandwich composite materials
A re-designed power production plant facilitates the use of low carbon fuels such as LNG. Propulsion is provided by two electrical driven Azimuth Pods aft, eliminating the need for aft thrusters and a rudder. A space saving arrangement provides room for large LNG tanks
"Even if it would be possible to realise the Quantum within three to five years, this is a concept ship designed to stir up a debate about shipping innovation," says Tor Svensen, the president and chief operating officer of DNV. "All the aspects of the concept design are unlikely to appear in a single ship, but certain aspects will be taken further on a case by case basis."
Mr. Svensen adds: "We all know that the shipping industry is facing tough times. But now is the time for innovation and a focus on new solutions. DNV has a strong technical and financial platform. This platform is to be used to solve problems we all are facing, especially the environmental challenges."

Importance of Life Jackets

Boating can be extremely unpredictable. It is vital to wear a lifejacket. It could buy you time and save your life, but only if you ensure that it is the correct size and type for you, that it is properly fastened and that you understand how to operate and maintain it.
Techno Fibre is not just a leader in Lifeboat and Davit maintenance, we believe in serving the interests of Marine Safety Internationally. Promoting security at sea is paramount and one of the many ways to sustain the security of seafarers is to supply and maintain lifejackets.
In February 2010, 12 passengers met their demise as their motor boat capsized in the Yangtze River, China. According to reliable sources, none of the passengers were equipped with proper safety lifejackets.
The sea is a vast place and every measure of safety must be taken to ensure no loss of life.
Log onto our website to send in an enquiry for our range of quality driven, IMO regulated lifejackets.
Be safe. Be secure.

Hyperbaric Lifeboat

One of the risks deep sea divers face is a pressure-related injury- Decompression sickness. Also called the bends, it is an injury that occurs when a diver ascends too quickly, or dives too deeply for too long. Throughout a dive, the body absorbs nitrogen from breathing compressed air. The deeper a diver descends, the denser the air that is breathed and the more nitrogen absorbed. This nitrogen forms tiny bubbles in the divers’ tissues and bloodstream. If a diver ascends to the surface too quickly, these bubbles remain trapped inside the body and can cause extreme pain in joints and organs. Severe cases of decompression sickness can be fatal.

To counter these problems, a hyperbaric chamber, sometimes called a decompression chamber, can return a diver to the same depth and pressure experienced during the actual dive. This procedure in the hyperbaric chamber allows the nitrogen in the bubbles to escape naturally, leaving only absorbable oxygen.
However, these chambers pose a great threat at sea, especially since the escape capsule or the lifeboat, is placed outside the chamber. The danger this poses to the divers undergoing the pressure adjustments is time and pressure sustenance. Not to mention the excess space taken up by the chamber system and lifeboat combined (diving ships/boats are generally small), along with the low survival rate incase of evacuation.

Thus, hyperbaric LIFEBOATS were designed. These lifeboats have the hyperbaric chamber built INSIDE the lifeboat itself thereby allowing a hassle free and fast escape during hours of distress.

The Hyperbaric Lifeboat enables divers in fully saturated environments to be rescued from the diving system should a major incident necessitate their evacuation from their operational platform.
The maintenance and servicing of these boats are part of Techno Fibre's outstanding credentials. We believe in safety at sea, to everyone and at any cost.

Check out our website for more details.
